GAME LOGISTICS
3.1 Governing Body of Rules & By-Laws:
All YBOA-sanctioned tournaments will be governed under 2023/2024 National Federation of High School (NFHS) rules along with 2023/2024 YBOA Rules and Regulations.
3.2 Length of Games:
Length of games will be played under the following guidelines:
2nd, 3rd 4th, 5th, 6th Grade (4) 6-minute quarters or (2) 12-minute halves
7th, 8th Grade (4) 7-minute quarters or (2) 14-minute halves
9th, 10th, Varsity (4) 8-minute quarters or (2) 16-minute halves
3.3 Length of Overtime:
Length of overtime period will be played under the following guidelines:
Divisions: 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, Varsity = 3 minutes
3.4 Length of Half-time:
Length of half-time will be a minimum of three (3) minutes.
3.5 Length of Pre-Game Warm-Up:
Minimum pre-game warm-up is five (5) minutes.
3.6 Foul Shooting
3.6.1 For tournament structure using a (4) quarter format,
NFHS rules will govern free throws (2 fouls shots beginning on the 5th foul of each quarter). Fouls will reset each quarter.
3.6.2 For tournament structure using a (2) half format,
NCAA rules will govern free throws (1&1 foul shots beginning on the 7th foul per half, 2 fouls shots beginning on the 10th foul per half).
Fouls will reset each half.
3.7 Boys Basketball Specifications:
Basketball specifications for boys games are as follows:
Boys 2nd, 3rd, 4th, 5th, 6th Grade 28.5” (official women’s size)
Boys 7th, 8th, 9th, 10th, Varsity 29.5” (official men’s size)
3.8 Girls Basketball Specification:
Ball specification for all girls’ divisions is 28.5” (official women’s size).
3.9 Basket Height Specification:
All grade levels will use regulation 10-foot height baskets.
3.10 Running Clock Rule:
At the time a winning team gains a lead of twenty-five (20) or more points during the second half of a game, the clock will not be stopped (except for a time out, technical foul, injury, emergency, etc.) until the trailing team brings the point difference to fifteen (15) points or less. Games will end the last 3 minutes if a team is up by 20 points
3.11 No-Press Rule:
At the time a winning team gains a lead of twenty-five (20) or more points during the second half of a game, they must play defense behind the half-court line. A first offense will result in a warning. A second or subsequent offense will result in a 2-shot administrative technical foul.
3.12 Pool Play Tiebreaker Order:
Ties after completion of pool-play games will follow the tie-breaker order listed below:

3.12.1 Tiebreakers in which two (2) teams are tied, head-to-head competition between the teams will determine the winner.
3.12.2 Tiebreakers in which more than two (2) teams are tied, a point differential system will be applied. The point differential of the teams involved in the tie is totaled. Teams are then ranked according to the sum of the point differential with the highest number placing first, the second highest placing second, etc. Teams will receive a maximum of +15 points for a win and a maximum of -15 points for a loss (including forfeits).
3.12.3 If two (2) teams are still tied after the application of (3.11.2), the tie will revert to (3.11.1).
3.12.4 If more than two (2) teams are still tied after the application of (3.11.2), the point differentials of the teams not involved in the tie are added, and the results recalculated.
3.12.5 If two (2) teams remain tied after the application of (3.11.4), the tie will revert to (3.11.1).
3.12.6 If more than two teams remain tied after the application of (3.11.4), then a total defensive point system will be used. If two teams are still tied, they would revert to the first tiebreaker system. Example: Team A is 2-1 with wins of 56-32 & 64-45 and a loss of 56-64. Total defensive points determined are 141. Repeat the same procedure for the remaining two teams. The team with the lowest points allowed will determine the teams’ order of placement. If two (2) teams remain tied after defensive points are calculated, revert to (3.11.1).
3.12 Uniforms:
All teams must adhere to the following uniform guidelines:
3.12.1 All teams must have either reversible jerseys (one light color side and one dark color side) or two sets of jerseys (light set and dark set).
3.12.2 The home team in each game will wear light-colored jerseys. The visitor team in each game will wear dark-colored jerseys.
3.12.3 Jerseys must have permanent numbers on both front and back of jersey.
3.12.4 International rules will apply to numbers; any number from “00” to “99” is permissible.
3.12.5 Numbers are required on both sides of the jersey. Numbers must be at least two (2) inches on front of jersey and at least four (4) inches on back of the jersey.
4.0 CONDUCT
4.1 Participant Conduct:
The conduct of players and coaches should be above reproach both on and off the court. Any misbehavior or misconduct, on or off the court, will be subject to individual and/or team disqualification from an event as well as suspension or expulsion from participation in future YBOA events.
4.2 Coaches Responsibility:
Each coach will be responsible for all members of his/her team before, during and after games, including all parents and spectators representing their team.
4.3 Coaches Restriction:
No person may coach for any team competing in an event for which he/she is the Tournament Director.
4.4 Unsportsmanlike Disqualification:
A team and/or player is subject to immediate disqualification from a tournament/event for any conduct deemed inappropriate, unacceptable, unsafe and/or abusive by the tournament staff. This includes but is not limited to defacing and/or destruction of lodging, restaurant or game site property, trashing team bench area, fighting, unsportsmanlike play and/or conduct, or ineligible players. Any disqualification is the sole decision of the tournament officials.

4.4.1
An ejection of any player, coach, parent, or spectator will result in a minimum of one-game suspension from the team’s next scheduled game in the same tournament and up to dismissal from the event. No refunds will be issued in the event of ejection or disqualification. During any suspension, the person is not allowed within sight or sound of the playing area as determined by the referee or tournament officials.
4.4.2 A second ejection within the same event will result in suspension from the tournament. No refunds will be issued in the event of ejection or disqualification. During any suspension, the person is not allowed within sight or sound of the playing area as determined by the referee or tournament officials.
5.0 QUALIFYING PROCEDURES
5.1 YBOA Invitational Tournaments:
Invitational Tournaments are non-qualifying events that have been approved and sanctioned by the YBOA National Office and are open to any YBOA member team.
5.2 YBOA State Qualifying Tournaments:
State Qualifying Tournaments are events that have been approved and sanctioned by the YBOA National Office for the purpose of qualifying a team for an area’s YBOA State Championship and are open to any YBOA member team.
5.3 YBOA State Championship Tournaments:
Qualifying for the YBOA National Championship Tournament varies by state. Please contact your YBOA State Director or YBOA Licensee for more information. Each team may only qualify for the YBOA National Championship through one YBOA State Championship Tournament. Only teams that reside in the state of their YBOA State Championship are eligible to qualify for the YBOA National Tournament except as outlined in YBOA Rule 5.4.
5.4 YBOA Cross-State Qualifying:
Qualifying for the YBOA National Championship from a YBOA State Championship Tournament other than a team’s registered state requires written approval. These requests are considered in unique circumstances or situations in which distances to participate are not reasonable in comparison to a team’s geographical location. Contact the YBOA National Office for additional information.
5O.5 YBOA Super National Qualifier:
YBA Super National Qualifiers are events that are hosted and sanctioned by the YBOA National Office. There are no boundary or border restrictions for teams participating in a Super National Qualifier. These tournaments are held in various regions of the country for the purpose of qualifying teams for the YBOA National Championship. All first-place teams earn a FREE entry into the YBOA National Championship. However, all teams who participate in a Super National Qualifier must still participate in their respective State Championship if applicable. Teams should check with their YBOA State Director or YBOA Licensee for state qualifications.
5.6 YBOA National Championship:
The YBOA National Championship Tournament is hosted by the YBOA National Office for teams that have qualified through their own YBOA State Championship or YBOA Super National Qualifier or who have received an approved At-Large Bid. Teams should check with their YBOA State Director or YBOA Licensee for state qualifications.
5.7 Automatic Bids:
1st - 6th place teams in the YBOA National Championship (if applicable) and 1st – 4th place teams in the YBOA American Championship (if applicable) earn an automatic bid to the YBOA National Championship the following year at the next highest grade level. However, teams earning automatic bids must still meet all State qualifying requirements including participation in their respective YBOA State Championship.
5.8 At-Large Bids:
If a state does not have a YBOA Qualifying Tournament or a team failed to qualify through their YBOA State Championship, they may request an At-Large Bid. A team that participated yet failed to qualify through their YBOA State Championship must request and have approval from their YBOA State Director or YBOA Licensee, who will forward the request to the YBOA National Office. All At-Large Bid teams must receive approval from the YBOA National Office.

5.9 YBOA National Championship Grade Levels:
A team is only allowed to participate in the YBOA National Championship in the grade level for which they qualified in their respective State Championship. Please contact your YBOA State Director or YBOA Licensee for more information. Teams from an area without a State Championship will be seeded at the discretion of the YBOA National Office based on team results, history, geographical location, and other factors.
6.0 QUALIFYING TOURNAMENTS
6.1 Entry Fees:
Entry fees are established as follows:
6.1.1 YBOA Invitational: Contact your YBOA State Director or YBOA Licensee.
6.1.2 YBOA State Qualifier: Contact your YBOA State Director or YBOA Licensee.
6.1.3 YBOA State Championship: Contact your YBOA State Director or YBOA Licensee.
6.1.4 YBOA Super National Qualifier: Contact YBOA National Office.
6.1.5 YBOA National Championship: Contact YBOA National Office.
6.2 Equipment Items:
Equipment such as basketballs, drinks, towels, etc., may or may not be acceptable at all game sites. Check with the tournament host regarding acceptable and restricted items for each facility. YBOA and/or the game sites are not responsible for any items lost or stolen during any games, so be certain to use proper security precautions.
6.3 Bench Decorum:
A maximum of four (4) officially YBOA registered adult coaches may sit on the team’s bench. Each assistant coach must be a current, registered, and paid member of YBOA.
6.3.1 Violation of this rule will result in one warning.
6.3.2 The team will then have 1 minute to clear the bench of anyone not listed on the official roster.
6.3.3 If the team fails to comply with YBOA Rule 6.3.2, the violator(s) will be ejected.
6.3.4 Team statisticians and/or scorekeepers are not permitted to sit at or behind the official scorer’s table.
6.4 Protests:
Official protests must meet all the following guidelines:
6.4.1 Upon alleged infraction, protest must be communicated immediately to the official scorer’s table by the head coach (or assistant coach if the head coach has been ejected).
6.4.2 Upon completion of the game, protest must immediately be communicated to the Site Director by the Head Coach.
6.4.3 A written or typed protest must be delivered in person to the Tournament Director/Assistant Tournament Director or Tournament Office within two hours of completion of game.
6.4.4 A $100.00 (cash) fee must accompany the written/typed protest and be delivered to the Tournament Director/Assistant Tournament Director or Tournament Office within two hours of completion of the game.
6.4.5 Protests pertaining to an official's judgment call will not be considered. Protests in which a potential rule or player eligibility infraction has occurred may be considered if the infraction had a direct impact on the outcome of the game and falls within the guidelines of the correctable error rules.
6.4.6 A committee will consider all protests and make every attempt to provide a ruling prior to the team’s next scheduled game.

6.4.7 Successful protests will result in refund of the $100.00 protest fee.
6.4.8 Unsuccessful protests will result in forfeiture of the $100.00 protest fee.
7.0 NATIONAL CHAMPIONSHIP TOURNAMENT
7.1 National Championship Registration:
Registration for the YBOA National Championship is completed through the YBOA National website. Payment can be made by Visa, MasterCard, American Express or Discover only. No cash, checks, or money orders are accepted.
7.2 Official Scoresheets:
Every team must bring a printed copy of their official YBOA scoresheets (printed from their online YBOA account at yboabasketball.com) to each game.
7.3 Adding Players to National Championship Roster:
After a team’s State Championship, any player added to a YBOA National Championship roster from another qualified team for the purpose of participating in the YBOA National Championship must meet the following requirements:
7.3.1 Every player must have met all eligibility guidelines and played in a YBOA-sanctioned event during the current YBOA season (September 1st – August 31st)
7.3.2 A maximum of 5 players may be added to a team’s National Championship roster after the completion of their respective State Championship.
7.3.3 A player is not allowed to participate on two different teams within the same grade level.
7.3.4 A player is not allowed to play in more than one game at the same time.
7.4 Emergency Forms of Age or Grade Verification:
At the discretion of the National Tournament Director or designated representative, he/she may accept an official state or school letter or document indicating the players current age or grade. The address, contact name, and phone number of the school and forwarding official must also be included on the document to verify the validity of information and documentation.
7.5 National Championship Player Certification Requirement:
Every team participating in the YBOA National Championship must adhere to all check-in procedures including the certification of all players and rosters.
7.6 National Championship Pairings:
Pairings will be completed by the YBOA National Office prior to play and will be posted on the YBOA website prior to the tournament. Seeding is determined by the current-year YBOA Power Rankings, current-year State Championship Results and At-Large Bid team history as well as geographical considerations.
7.7 National Championship Grade Levels:
A team is only allowed to participate in the YBOA National Championship in the grade level for which they qualified in their respective YBOA State Championship. Please contact your YBOA State Director or YBOA Licensee for more information. Teams from an area without a YBOA State Championship will be categorized at the discretion of the YBOA National Office based on team results, history, geographical location, and other defining factors.
7.8 Bench Personnel Attire:
Bench personnel are considered any officially registered YBOA person who sits on the official home or away bench and therefore subject to the following guidelines:

7.8.1 All bench personnel must wear conservative style shorts or pants (no cut-offs). Shirts must have sleeves and be polo-style, mock shirt, or t-shirt and may have a conservative athletic company logo or team name and/or logo. Athletic or dress shoes are allowed (no open-toed shoes).
7.8.2 Each violation to the bench personnel attire rule will result in a two-shot technical foul (administrative, not charged to the coach). This rule applies to all personnel who sit on the bench.
7.9 Bench Credentials:
All bench personnel must visibly always wear an appropriate bench pass/credential to be allowed on the bench during games.
7.10 Forfeits:
Forfeits will be governed by the following two rules:
7.10.1 A team that forfeits more than one pool play game is automatically disqualified from the
National Championship Tournament unless approved by the National Tournament Director due to unique, extenuating circumstances.
7.10.2 A team that forfeits their final scheduled bracket play game will not officially place in the tournament or receive team awards and are subject to further sanctions.
7.11 Official YBOA Basketball:
All divisions will play with a YBOA-approved basketball.
7.12 Officials/Referees:
All officials are certified and registered with their respective state official's association. Officials will be supplied by the tournament administrators.
7.13 Facilities:
All games will be played on regulation courts. Locker rooms may not be available for team use. Teams should come to each game dressed in uniforms.
7.14 Equipment Items:
Equipment such as tape, towels, etc., will be acceptable in the gyms and are to be furnished by the participants. YBOA and/or the game sites are not responsible for any items lost or stolen during any games, so be certain to use proper security precautions.
7.15 Video Taping & Photography:
All teams must adhere to the following video and photography guidelines.
7.17.1 Photo cameras will be allowed in all gym facilities provided they do not distract participants, officials, and staff or inhibit the operation or execution of games. Use of flash photography is not permitted during games.
7.17.2 Video cameras will be permitted in all facilities provided they do not distract participants, officials, and staff or inhibit the operation or execution of games.
7.17.3 YBOA staff reserves the right to deny use of any camera, video, or related piece of equipment for any reason.
